LANSING EQUITABLE ECONOMIC DEVELOPMENT (LEED) INITIATIVE

Community-Based Neighborhood Planning RFQP

The Lansing Economic Development Corporation (Lansing EDC) invites qualified firms and multidisciplinary teams to submit proposals for community-based neighborhood planning and activation services under the Lansing Equitable Economic Development (LEED) Initiative – Targeted Redevelopment Program.


This effort supports Mayor-Designated Neighborhoods of Focus and is designed to advance equitable, community-driven redevelopment in historically disinvested areas of Lansing.


Project Overview

Lansing EDC is seeking a team to lead planning and engagement processes for two targeted neighborhoods:

  • Willow–Walnut Neighborhood
  • Baker–Donora Neighborhood


The selected firm(s) will work closely with Lansing EDC, City departments, and residents to:

  • Build trust and relationships in the community
  • Identify redevelopment opportunities
  • Align neighborhood priorities with market realities
  • Create investment-ready strategies
  • Support future public and private investment


This work goes beyond producing plans and emphasizes neighborhood activation and implementation.


Key Dates

  • RFQP Opens: February 9, 2026
  • Deadline for Questions: March 15, 2026
  • Proposals Due: March 27, 2026 by 5:00 PM (ET)
  • Review & Selection: March 30 – April 13, 2026
  • Anticipated Project Period: May 1 – October 31, 2026
